More Transparency, Accountability & Better Results for Our Tax Dollars
State spending is up 79% since 2019. Every year, billions of taxpayer dollars flow into state programs, like homelessness efforts, with too little to show for it. Californians deserve better education, healthcare, infrastructure and other services in return for the hard-earned tax money we pay to the state.
Proposition 41 requires more accountability, transparency and trackable progress of programs funded by our taxes, so that we stop funding failure and start funding successful outcomes. Vote YES on Proposition 41.
Prop 41 requires the independent State Auditor to conduct pre-election financial and performance audits of the programs to be funded by proposed new state special taxes.
The State Auditor’s findings must be shared widely with the public, including in the state’s official Voter Information Guide.
This pre-election audit will give voters clear, unbiased information on the programs a proposed tax would support.
Prop 41 also requires the State Auditor to conduct ongoing public audits to evaluate spending; identify waste, fraud or abuse; and recommend needed improvements. This helps deliver better results – and hold programs accountable to voters.
Prop 41 requires all new taxes to comply with the state’s voter-approved spending limit, so excess tax revenues are refunded to taxpayers.
