Billions of our tax dollars have flowed into state programs like homelessness efforts, with too little to show for it. Californians deserve better education, healthcare, infrastructure and other services in return for the hard-earned money we pay to the state.

Proposition 41 requires the independent State Auditor to conduct financial and performance audits of the programs funded by any new tax measure, with results posted publicly. It also requires that all new taxes comply with the state’s voter-approved spending limit – so that excess tax revenues get refunded to taxpayers.

If approved by voters, Prop 41 would require ongoing public audits to evaluate spending, identify waste, fraud or abuse, assess whether they are meeting their intended goals, and recommend improvements.
